The Plastic Forest: Britain’s Tree-Planting Legacy Is Still In The Ground

A Yorkshire Dales charity has helped build a national recycling network for redundant tree shelters. But with millions of plastic guards still scattered across Britain’s woodlands, campaigners say their eventual removal must be planned - and paid for - before the first tree goes into the ground

Tree planting is one of those rare activities almost universally regarded as a good thing. It restores habitats, stores carbon, stabilises soils and creates the woods and landscapes that future generations will inherit. Across Britain, ambitions are rising: government targets require at least 30,000 hectares of new woodland to be planted each year.

But beneath that hopeful green canopy lies a rather less comforting inheritance.

Around 16 million plastic tree shelters are estimated to be used across Britain annually. Designed to protect vulnerable saplings from browsing animals and harsh weather, they have become a familiar - if often unnoticed - feature of new woodland planting.

The shelters work. But the difficulty comes later. Once a tree is established, its plastic guard is no longer needed. Yet recommended removal after approximately seven to ten years has frequently failed to happen. Some shelters become tangled in vegetation; others are buried in soil, carried into hedgerows and waterways or slowly broken apart by weather and machinery.

Materials once believed to degrade have instead been found to fragment, leaving smaller pieces of plastic in the landscape rather than disappearing altogether. It is an environmental problem hiding inside an environmental solution.

A Yorkshire response

One of Britain’s most coordinated attempts to address the problem began quietly in the Yorkshire Dales.

In 2020, Yorkshire Dales Millennium Trust partnered with major UK manufacturer Tubex to establish one of the country’s first dedicated collection hubs for used tree shelters.

The idea was practical: create somewhere landowners, conservation organisations and woodland managers could bring redundant shelters, then ensure that the plastic was recovered and recycled.

That original Yorkshire model has since been replicated across England, Scotland and Wales. According to programme figures, the resulting national network diverted around 85 tonnes of plastic from landfill or long-term environmental degradation last year.

Collected material is processed by Tubex into pellets that can be used to manufacture new products.

Yorkshire Dales Millennium Trust has also helped other organisations establish hubs of their own. That support enabled the National Trust to recycle nearly 50,000 plastic tree shelters during 2025, gathered from both its own woodlands and those of neighbouring landowners.

Planting is only the beginning

YDMT now plays a central role in the Forest Plastics Working Group, a coalition of more than 30 organisations drawn from the forestry, conservation and policy sectors.

Mike Appleton, the Trust’s senior woodland and grants officer, co-chairs the group, which is working to reduce the use of plastic in tree planting and improve the recovery and recycling of the material already in the landscape.

“Tree planting is increasing rapidly, but the systems for dealing with associated waste haven’t kept pace,” he says.

“If we don’t fix that now, the clean-up challenge only gets bigger.”

The Forestry Commission has supported the expansion of the collection network and acknowledged the wider difficulty. Plastic guards have offered an inexpensive, durable and effective means of protecting young trees. For decades, however, the system has concentrated more successfully on putting them into the countryside than on taking them out again.

The UK Forestry Standard says redundant shelters and guards should be removed. But a standard is not necessarily the same as a funded plan.

Responsibility can become blurred as land changes hands, grant periods expire, contractors move on and maintenance agreements reach their end. By the time shelters need collecting - perhaps a decade after planting - it may no longer be obvious who is expected to do the work or where the money will come from.

The labour involved should not be underestimated. Removing thousands of individual guards from steep, overgrown or remote sites is slow and physically demanding. The plastic must then be gathered, transported, stored and prepared for recycling.

It is far easier to celebrate the planting day than to fund the return visit years later.

The tubes we cannot see

The true scale of the problem remains difficult to establish because so much of it is largely invisible.

Redundant shelters may be concealed beneath bracken and brambles, embedded in woodland floors or scattered across planting sites rarely visited by the public. A plantation can appear green and flourishing from a distance while still containing thousands of pieces of abandoned plastic.

A citizen-science app developed by the Forest Plastics Working Group is beginning to reveal what remains.

Since launching in 2024, Plot That Plastic has recorded 1.9 million tubes in the landscape. Of those, only around 19,000 have so far been marked as removed.

The figures do not represent every shelter in Britain, but they offer a sobering indication of the disparity between what has been installed and what has been recovered.

Katie Goldsbrough, co-chair of the Forest Plastics Working Group, says the sector has yet to gain control of the legacy it has created.

“Plastic tree shelters are an issue across the sector because they take so much time, organisation and funding to collect, dispose of or recycle properly,” she says.

“This is by no means an easy task, and sadly it is one the sector has not yet got on top of. As a result, the legacy of plastic guards left out in the environment has become worse.”

Planning for the whole life of a woodland

Yorkshire Dales Millennium Trust is supporting calls for minimum recovery standards to be attached to publicly funded tree-planting schemes.

The Forest Plastics Working Group also wants clearer procurement requirements, including credible end-of-life plans for the shelters being purchased, alongside greater investment in the collection and recycling infrastructure needed to process them.

The principle is straightforward: recovery should be designed and funded at the beginning of a planting scheme, not left as somebody else’s problem several years later.

That means accounting for the complete life of a tree shelter - its manufacture, installation, use, removal, transport and eventual recycling - before an order is placed.

There are alternatives to conventional plastic guards, and work continues across the forestry sector to test materials and planting methods with a lower environmental impact. But no substitute will remove the millions of shelters already standing, falling or fragmenting in Britain’s countryside.

Nor does simply switching material eliminate the need for proper aftercare. Whatever system is used, planting a woodland creates responsibilities stretching far beyond the moment the saplings enter the ground.

The success of the Yorkshire-born collection network demonstrates what cooperation can achieve. Eighty-five tonnes of recovered plastic is significant - as are the 50,000 shelters recycled by the National Trust in a single year.

But those achievements also expose the scale of what remains.

Britain wants to plant more trees, and it urgently needs to. Yet woodland creation cannot be measured only in saplings purchased, hectares planted or photographs taken on planting day.

The real test comes later: whether the trees survive, whether the woodland thrives - and whether we remembered to take the plastic home.
